makes no mention of rent and is thereby distinguished

from the rent allowance scheme based on rent actually paid)

being to give an officer residing in a club, boarding house

or similar institution where an inclusive charge for board

and lodging is made, a measure of the assistance given to an officer occupying a house or flat. (Please see Sir

18445 Cecil Clementi's confidential despatch of 25th August, 1926).

The Acting Auditor has, however, intimated

that he is unable to concur with this ruling, stating that

if the officer's services are of value to the hostel he

should be paid by the proper authority and maintaining that in his opinion payment in the present case is entirely contrary to the principles under which lodging allowances were approved by your predecessor and by Legislative Council and asking that the matter might be referred to Your

Lordship for a ruling.
